What makes you think that distributing images in main without source is
*not* a violation of Debian SC?

If I want to modify one such image, I would like to have the preferred
form for making modifications.
The DFSG guarantee that source code is available.

Of course, depending on the specific case under examination, the image
(as used in the theme) could be source itself or be generated from some
other form that qualifies as source.
For instance:
 * an image in JPEG format could have an SVG source,
 * another image in PNG format could be source itself,
 * a third image could be in JPEG format and have a different JPEG
   source (maybe because the 'compiled' form is a scaled-down version of
   a photograph taken with a digital camera).
Whenever it's not clear, a clarification from upstream should be seeked
("What's your preferred form for making modifications to this image?").
