BE is just as primary as NL. There was an institute generated, containing members of both. The other 2 counties have also agreed to it. So it's the official spelling for those 4.
But there are differences in the uses. For instance some words are male or female in 1 county, but are genderless in the other. This has no effect on hunspell, because there is no difference in spelling. The setting in Libreoffice is not just about spelling. Kurt
