No. It's a shortcoming of LibreOffices system, yes. Bug? No. It's as designed

Thunderbird also relies on xx_YY.dic.
Right now Thunderbird also looses Dutch (Belgium), too. So it also breaks 
spellchecking of
emails.

It's not only a LibreOffice "bug", it's design of LO and Thunderbird etc.
Just that you asked me and I replied doesn't make it's LO-only.

I agree with Kurt that it's (still) a RC bug. Let alone because it breaks 
spellechking *in various applications*
for Belgian users.
