Just because you don’t understand that sentence doesn’t mean you can use
it to justify whatever convoluted position of yours.

An operating system is universal if it can be used for all purposes.
An operating system that supports several kernels and init systems, but
all incompletely, letting the user choose between different ways of
failing to boot, is not universal. It is irrelevant to any serious use
case.
