That page appears to be very much targetted at users constructing bug reports manually. I'm not sure that it is appropriate for it to include every piece of best practice information for automatically generated bug reports. For example, it seems reasonable that the page doesn't tell users to collect version information for all the package dependencies but I'd really expect any bug reporting program to do that.
