If we were discussing whether to encourage development using Qt, I would expect to see libqt4-dev in the proposed dependency list. This is also not really a discussion of whether Debian encourages or discourages anything, only of whether the maintainers of this proposed package will encourage or discourage something. As I said, I'm not a target user for this package, so I don't really care what goes in it; but it's pretty clear to me that the utility of such a package is that it provides some "recommended" environment for developing packages. If the maintainers want to recommend cdbs as a packaging tool, they can depend on cdbs; if that's not their recommendation, I don't see the point in including it in the package relationships at all.
