One possibility would be to move those programs to init-system-helpers, since that is, after all, the point of that package (even if right now it's only used for systemd glue). That package does currently depend on perl, though, which isn't appropriate for an essential package. I'm not sure the best way to approach that. The dependency is because deb-systemd-helper uses a bunch of modules that are not currently in perl-core (File::Path, File::Basename, File::Find, File::Temp, Text::ParseWords, and Data::Dumper, although the last is only used for debugging and could be loaded on demand if available and skipped otherwise).
