I think you should think about who this page is aimed: your email and "When reporting regressions upstream, do not assume" makes it sound aimed at debian contributors. but "Suggestions for R packages developers" seems to be aimed at upstream (and "package" should be singular here). I think you should ask yoursekf: what is the ask of upstream? - are you asking them to change how NaN is handled in R? - to solve debian-specific bugs? - to accept patches? - something else?
