The reason is that I am not spending as much time on it as it requires. That's partly due to spending more time on other things recently, e.g. Well-Typed and darcs. Partly it's lack of motivation, caused by things like buildd problems (or, more precisely, spending time failing to find anyone to look into buildd problems).
