on which packages are truly necessary for a minimal XFCE live image, so I can 
build my own package list.

I would suggest that you create a VM and do a regular installation using the 
'netinst' image.
Choose 'no desktop' etc when you get the choice.

You'll end up with a minimal text-based VM.
Then note down with the packages you will install to get the desired result.
That will be the minimal package list, which you then can use to build the live 
system.
