Indeed, I just rebuilt it with XeTeX and it works:

As you may have noticed, the English document looks different: I quickly
copied and pasted part of the maint-guide build system (the xslt
directory is directly copied from there, and probably needs to be
adapted to keep the current look), in order to build the Japanese PDF:

http://people.debian.org/~taffit/developers-reference-xetex/developers-reference.ja.pdf

As far as I can see, there are still some glitches in the Japanese
document: the quick menu as displayed in xpdf left default view doesn't
display the Japanese characters, maybe other things needs fixing.

Since the Japanese translation is now complete, it would be nice if we
could upload the package with the Japanese PDF once properly solved this
issue (keeping the English document look too). Unless some more stuff
needs to be addressed regarding the text, can I poke the German
translator in order to upload an up to date package soon (within ten days)?

I don't have any publican experience, so I won't volunteer to take care
of that move, but I know a bit about po4a, and will propose some
simplifications about the po4a handling in the current build system
unless someone objects (or if someone takes care of moving to publican,
of course).
