Witout a proof that peer-review works, it will be difficult to change the
current system, so I encourage you to join the experiment.

Your concept fails - usually the problematic issues are not even mentioned in
debian/copyright. And if somebody is able to download packages from the NEW
queue Debian is distributing them. If this is not allowed, you could end up with
some extra fun with lawyers...

We could make public only the sources (a lot less problem on linkage and
derivate works), and make clear that are only temporary license preview.

We can set up an authentication (only from DD), which is also good
to give feedbacks. We could also monitor that there is no abuse
e.g. 90% of download come with a feedback in next days.

Anyway: sources was already public (I don't think DDs are so crazy),
thus we are not the primary target, and IANAL, but it is not a
distribution.

I don't see differences on ftpmasters and DDs on downloading sources
to check license.
