I just had to deal with the same problem. One reason mutt is in unstable is that the config syntax alway changes. There is a completely new approach in mutt 0.79 to date and time format: for example, my config looks like this: set attribution="On %{!%x}, %n wrote:" Check out manual.txt in /usr/doc/mutt, it is explained there.
