Sort of. You can *not* download iso-files and burn your own CDs (Suses yast program (hardware detection and more, I think) is not GPLed). You can do an installation over FTP, though. But that requires of course that you have a (good) net connection on the machine that you are going to install it on. I have never tried SuSe.
