this is blacklisting for module loading, i guess.

$ man modprobe
...
$ find /etc/modprobe.d |grep blacklist
/etc/modprobe.d/fbdev-blacklist.conf
/etc/modprobe.d/alsa-base-blacklist.conf
/etc/modprobe.d/blacklist.conf
