Ubuntu does use ALSA 1.0.24 for a long time, AFAIK it's also the version
used by new kernels. I don't think ALSA is buggy regarding to the issue
you're experiencing. I'm subscribed to many Linux audio lists and never
heard about this issue on those lists.

I suspect it's an issue that is caused by some settings, hence you
should address it to Debian.

It might depend to the used sound server.
