The problem is that the "one-time menu" does not include the flash
device.
How did you create the flash device - what command did you use?

After downloading the official netinst iso image, I copied it to the
flash stick (I routinely do netinst of Debian):

# cp debian-11.6.0-i386-netinst.iso /dev/sdb
# sync
