You did try simply disabling brltty & speech-dispatcher, right? Their enabler
appears not controlled by systemd, but by sysvinit:
/etc/init.d/brltty
/etc/init.d/speech-dispatcher

Deleting bits of what makes brltty & orca work, or removing their execute bits,
might save cpu cycles, e.g. for orca:
/etc/xdg/autostart/orca-autostart.desktop
/usr/bin/orca
/usr/bin/orca-dm-wrapper
/usr/lib/python3/dist-packages-orca/orca

Maybe having the following at hand would be useful:
