I ran the command journalctl as root, but the fetchmail daemon runs as user 
fetchmail :

rprice@titan ~ ps -ef | grep fetchmail
fetchma+  295717 1 0 Aug15 ? 00:02:24 /usr/bin/fetchmail -f /etc/fetchmailrc
          --pidfile /var/run/fetchmail/fetchmail.pid --syslog

The unexpected behaviour was because I did not initially understand that Debian 
13 automatically includes a -f option to specify a non-default name for the 
~/.fetchmailrc run control file.
