It does not, when you also read the next line of our constitution.

The DPL does not have the power to make technical decisions,
this is a power of the Technical Committee.

"The Project Leader should not use the Leadership position to promote 
 their own personal views."
This even prohibits the DPL from pushing a technical discussion into
a certain direction.

"Lead discussions amongst Developers" in our constitution means 
moderating/mediating.
