Ah, right. Thanks for reminding me that a benefit of CVS is its ease doing subsets. Could you provide the transfer amount + disk consumption for en+de? I believe that could be a valuable data point to evaluate if worth the complexity to store each locate as a separate git branch: Single-locale translators can then shallow-clone only specific branches, and all locales can be rolled out using a single shared .git database.
