It seems  that Ubuntu  already does  this: I have  found people  in some
forums  that got  options  in  their xorg.conf  commented  and moved  to
HAL. See for example:
 http://forum.ubuntu-fr.org/viewtopic.php?id=264942
(in French, but we can see that "update-manager" was responsible for the
conversion).

Another option would be to have better defaults. To be able to scroll by
default would  be nice.  More acceleration too  (the pointer  was really
slow), but this may be touchpad-dependant.

The only thing that really needs to be configured is the keyboard.
