I searched the mail archive and found this example for the BASE64 test
definition

BASE64  base64  x       x       4       0

I have two questions
1) Is this the correct format?
2) Does this test only fail on messages with
  Content-Type: text/html
  Content-Transfer-Encoding: base64

It is my assumption that if this is true, currently this is very good
indicator of spam.
Is this assumption correct?
