Being that it is obviously a Windows application, would it not make more sense to simply publish a configuration API (object), and let the users decide what sort of interface they want to use to connect to it?

Both methods may be a possibility.  However, the web interface would take priority, unless it seemed that the E-mail option would be useful to a lot of people.
