PC-Cillin and Officescan include pcscan, probably the other products as well.

You can grab it from http://www.antivirus.com/pc-cillin/support/edisks.htm.

This is their emergency disk creator, but I can find no restrictions on it's
use.  There is no license file in the distro, no restrictions mentioned on the
site, no "click to agree" prompts when running the disk creation utility.
Hint - open the downloaded file with WinZip to extract the files without
building the emergency disks.  Files needed are dos4gw.exe, pcscan.exe,
pcscan.dat, lpt$vpn.*.
