It's a good point you make.  There is a spare P3 500MHz PC running W98 in my 
office, so I gave it a run on that and response times were 4x longer (average 
of 1.1 secs).
I think that with a 1GHz CPU response time should be just about acceptable.  
The software is made for in-house usage, and I'm fairly sure none of the staff 
has less than a 1GHz PC.

If I may point out:  Most users don't have a 2.4GHz PC.  Developers tend 
to have "cutting edge" hardware either for the "geek factor" or because 
they like the faster compile times or both.

The "average user"'s computer is 1GHz-1.4GHz these days.  So if it takes 
250ms on your computer, assume it takes 2-3 times as long on slower 
hardware.  However, the user is probably used to applications chugging 
along sluggishly, so it's your call.
