TMS Software makes a component suite like that, but I think you have to buy the whole suite.
There is a little more to it than just downloading the new version. You also need to kill the old app, launch some sort of decompression utility to unpack the new version, and the relaunch the new version. You probably want to use the HTTP protocol, as some corporate firewalls are set up to block FTP. The TMS update component handles both FTP and HTTP. I use it with HTTP and place the latest software versions on my web site. The update process is completely automated. The user can opt-out of an upgrade if they like. If you just want to do a version check, put an INI file on a public server somewhere and have your app download it. Compare the version number found in the INI with the version number of your App. If the version number in the INI is greater than your App version, offer to pop up their web browser and let them manually download the latest version.
