Windows Vista doesn't have a separate add-on for tablet support. It's built 
into the OS. But you need to have the right edition. Tablet support is not 
included in Vista Home Basic.

If you want to develop software to run on Windows XP, then it behooves you to 
have a system that runs Windows XP. Use a virtual machine.
