It is built-in and can't be inactive, so the problem will lie in where
its output is going. 
There are options to control the output audio under Edit->Change
Preferences->Audio tab, but it would be very unusual if you had change
anything there, but you can use it to see what the settings are.

It is possible to run programs that hog the audio output (so that
another running program cannot be heard) - if you start up some other
program e.g. playing a movie do you get the sound?

Yes, there are three settings, one just listening to the MIDI-in
device, and playing whatever you enter with it, one that checks that
the note you have just played matches the note at the cursor and moving
on to the next note if it does, and finally the default Append/Edit
setting which edits the note at the cursor or appends a note if you are
in the appending position. There is a button for this in the controls
that are visible if you have 
View->Midi In Control
checked.

I'm guessing you are using a Windows operating system? I don't recall
anyone having a problem with no sound on Windows, are you sure you
don't have the system sound muted???
