Thanks, Andrew. I have just added a dummy comment to bug 289 to see if this triggers mail.

Perhaps I am adding comments in a non-standard way? This is what I do:

Pull up the bug.
Click Edit in the left column.
Type in my comment.
Leave Visibility set to All Users.
Click Update at the bottom of the screen.

Rick, I've changed your email address in JIRA to have the same casing as it is subscribed to the list. ([EMAIL PROTECTED]). Mail clients are supposed to treat the domain in a case insensitive way, but maybe something about ezmlm does not?
