Attaching derby-7010-08-aa-releaseNotesFor10.15.1.1.diff. This patch updates
the release notes as follows:
* Bumps the release candidate's id to 10.15.1.1.
* Includes the new release note for DERBY-6945, incorporating Bryan's
suggestions.
