The banner hasn't been ordered by developers, but (I assume) by someone of the German team members. If you look closely, this is the very first version of the logo - the space between TDF logo and the remaining items is a bit larger. Concerning the color, an additional thought: this might be the issue Thomas talked about when using the CMYK issues (or replacing the color with something that works).
