I means it doesn't permanently overlay.

As in, you don't need to select a 2nd collection and then uncheck the 1st collection to get the 1st collection to go away.

Aren't you contradicting yourself? It does overlay when you select, you
can even multiselect. Of course this is just temporary overlay which
changes as selection changes.
