It is probably pretty small percentage of users that would be affected.
However, I think we need to acknowledge that these things can happen.
Maybe we don't need to do anything about it. Maybe we need to do
something more than we do know (like perhaps listing some important
announcements on hub sign in page, requiring users to revalidate email
if we've sent them email but it bounced, etc.)

bkirsch verified there is a header Chandler honors, so I definitely
think we should use it. It seems simple enough for stuff going out from
Cosmo/Hub itself, but relying on someone to manually add it in their
email client when sending some emergency notification is brittle. Is
there/could we add an Administrator function for sending out email
announcements via Cosmo/Hub Admin UI?
