I honestly don't understand what the fuss is all about. This
"difference" already exists.

Either you have a Git account on git.gnome.org, in which case:
congrats, you can already push to a branch on GitLab without requiring
a forked repo; or you don't have it, in which case, *right now* you
need to create a separate public repo on some other hosting, or you
need to create a patch from a local clone and attach it somewhere.

With GitLab, on the other hand, in either cases you'll have a forked
repo on the *same* infrastructure.
