This is now in System > Preferences > Keyboard > "Cursor Blinking"

Bear in mind this is a change in the Gnome community - you'll see the same 
thing in Ubuntu, and there seems to be plenty of other people annoyed by the 
change and the fact that there is now one global setting for all blinking 
cursors.
