How are you opening dtterm?  For me (in b97), dtterm opens in  my  
homedir if run it from the Run Applications dialog.  If I run dtterm  
from another terminal, it opens in the pwd of that terminal.

GNOME has no knowledge of dtterm's existence, so what you report  
certainly isn't intentional.  It's always possible there's an  
unintentional side-effect going on, in which case, feel free to file a  
bug report.  (Especially if it does affect xterm too-- I doubt if Sun  
will be fixing too many more non-critical CDE bugs, tbh.)
