This is an annoying new "feature" resulting from the fact that FireFox 
now supports startup notification.  As a result, Metacity enforces it's 
policy on FireFox which is to move it to the active workspace.

I despite it as well, but supposedly, the GNOME Metacity developers are 
working on a solution that allows applications that do need to go to the 
active workspace (I question that) to do so without making everything do so.
