Understood.  However, fixing this bug would, I think, be a big step 
forward in making Compiz more accessible to blind users.  I just ran
into this problem when I tried to demo accessibility with orca using
Compiz.  It mostly seemed to work okay, aside from the fact that I
couldn't get focus to go to the panel via a keybinding.
