Here's some additional info from Guillaume Seguin, from the Compiz team:

"I'm iXce from Compiz Fusion ; Danny (maniac103) and I gave a shot at
Compiz's switcher accessibility concerns which were raised here
(namely switcher doesn't let you jump to panels and orca doesn't speak
when using Compiz switcher), and we think we got them both fixed (in
commits

We had to cp the orca/scripts/metacity.py to
~/.orca/orca-scripts/gtk-window-decorator.py, and orca magically
worked  :)  (I'm not sure on how to add this system-wide (we had first
tried to just cp metacity.py to gtk-window-decorator.py but Orca
wouldn't grab it), but I'm sure you will :))"
