GDM only displays the login configuration program (gdmsetup) in
the menus if the greeter/SystemMenu and greeter/ConfigAvailable GDM
options are set to true.

Also, you should be able to run gdmsetup if you su as root and just
run gdmsetup from the command line, or run "pfexec gdmsetup".
