Your PATH shouldn't include /usr/lib and /usr/libexec because the files in there aren't generally executables.
It's bizarre that you can't run the export command. Are you using bash? You shouldn't need to be root to run that. If you get a chance, it'd probably be easiest to meet us in the Foresight IRC channel #foresight on freenode. We'd be able to debug more effectively.
