Bug description:
  Binary package hint: gnome-settings-daemon

Two finger scrolling on touchpads is now a fairly basic gesture
supported by all modern desktop systems. It is one of the features
that most people manually enable as soon as they install Ubuntu. We
should change the default for this setting so that it is on by
  default.
