Last summer an intern named Robert Bindar (working with James Burke) did a prototype of this [2], which seemed to work pretty well. The problem with notifications is they are essentially orphaned, meaning there is no owner both from a product and engineering standpoint right now. This is sad because Google has been working hard with us to expand their capabilities spec wise, but we just haven't been able to keep up implementation wise.
