I’ve removed the "non-commercial, open source” part from the policy in 
https://github.com/mozilla/ichnaea/commit/8b9c1dbc00f900afd96168a5d31292014cecd72a

Non-commercial is indeed too broad of a category. The Mozilla mission alignment 
covers what I meant to express with the non-commercial subpart of the 
open-source community.
