OpenSRS has to be cautious about what authority they do and don't delegate,
since it is *THEIR* accreditation with ICANN that's on the line.
Oftentimes, it seems that their reluctance to give certain powers to the
RSPs is based on protecting one of their most important assets...without the
accreditation, they've got nothing (and, by extension, neither do the RSPs).
