bill to the customer who doesn't know we've transferred it.

So what? It's reasonable to assume that people say pretty much the same
things privately as publicly. (I can't think of any reason why people who
want new features would tend to say so privately and people who want bug
fixes would tend to say so publicly; I'd guess just the opposite, in
fact.)

It most definitely does not. Renewal messages are still sent for domains
that have been transferred away to other registrars, for example. I
consider this a catastrophic failure of the system that I'm having to
make great effort to work around.
