The recent improvements to the transfer process do, in fact, already 
allow you to cancel a transfer request if it has not yet been approved by 
the admin contact. There's a "Cancel Transfer" button in the RWI.

(Thanks to the OpenSRS team for this improvement -- it makes it much 
easier to fix transfer problems.)
