We don't nave a full list of all cities, towns etc... in Canada to check - we
ask CIRA
Cira responses the same code and for us it means that
domain must look like
(town|city|police|.....).toronto.(provice).ca

in a lookup response from OpenSRS there is a response_code and for 
domains  with "Domain name is restricted to municipal government." (CIRA code
01282 or 02001) it equals 247

if you do a lookup for conflicting name then you can get a code 246 - what means
that you can register this domain through blocker.

(Example - joy.ca)
there are two names of other level (3rd level)
and regular whois shows UNAV
but an owner of joy.on.ca or joy.qc.ca or any other person can register joy.ca
(if other owner(s) agree to give him joy.ca).
