I just switched my development box over to use PerlIS.dll (it's PerlIS.dll...not PerlIIS.dll), and the speed gains are remarkable. Subjectively, it appears to be 5x faster or more.
I'm running the SourceForge code on my test box, so I'll do some additional testing and post the results here.
